Yeah, that tends to be true in all facets of the teaching profession. People like to stick with "what works" even when it doesn't, because it takes a whole hell of a lot of time and effort to delve into new stuff, figure out how to shape it into lessons, and then actually prepare and teach it (as I'm sure you know).
Good for you - shake it up a bit. Reaching the kids who are struggling is just about the most important thing a teacher can do.
