Because, frankly, they've BEEN making one for just over a decade now, and it keeps getting shuffled around to different producers and directors and whatnot. It's finally landed into the hands of the Jim Henson Co, and they were just starting to fiddle with it when the damn writer's strike hit. I'm not even sure it's been cast yet, but hopefully they're starting on it in earnest soon.
I stand corrected. It is apparently now in possession of the Weinstein Company who is looking for a director and production is slated to begin in 2009.
