Regulus = the sun. He kinda had to be more important than just Sirius' brother, yes?

So... working on the assumption that Regulus was the one who took the locket, which makes sense considering the initials and the unopenable locket in Grimmauld Place (both of which are theories I've read elsewhere)... everyone's trying to work out who went with him, it seems, since Dumbledore decided that no one could do it on their own. But. Perhaps it's only that he couldn't do it on his own, because any other way would involve dark things that he wouldn't choose to dabble with.

We already know that Regulus wasn't averse to dark things - his family, and the fact that he's a Death Eater kind of makes that obvious. And although he made a choice not to remain with the DEs, that doesn't mean that he would completely disdain the dark arts if it was something that would work in his favour. Maybe the Blacks had some kind of artefact that would assist in the stealing of the locket. Maybe it was something he took from Voldemort, something that was taken back before (Voldemort thought) it could be used?

Because the potion, see. It was still there. Presumably Voldemort doesn't know that the locket was taken - one would assume, if seven is such an important number, that he would have made another horcrux to replace it, or some such. Therefore the potion wouldn't have been replaced if Regulus had drunk it.

So I think he had some other way of getting around it, which is why he was able to do it on his own.

Just a thought.
