I too had the American reaction. *laughing* Although I pretty instantly revised it mid-sentence to "oh, that must be the British name for rock candy."
Which is wrong, it seems, from your description! Rock candy is just a crystallized sugar on a stick, in a big spiky glob so it looks like you're eating actual crystals rather than sugar. Sometimes it's colored, and I think flavored sometimes, but the main taste is just pure sugar. Minty candy stick thing sounds different, but tasty! Like a candy cane, or totally different, or do you not have those?
